AC should have a record if they got tags for her, the Vet who gave the shot and her certificate if you know who the Vet was could give a copy.

Titers are perfectly reliable if they show immunity. If they don't, they're not that reliable because that doesn't mean the dog's memory cells would not recognize the virus and act accordingly. Point being, if positive, you are really in the clear. If negative, you might still be in the clear in the case of a real infection, but you're screwed with the county.

Jenni: thanks, I'll see if I can find out anything from the county where I got her. I was thinking she might have been given the vaccine by the owner? Not sure if that would even be recognized? My county did tell me No Titers, no exceptions, for rabies. I actually had a training center refuse to take titers for other shots. I'm really frustrated but will post more if I find out anything new. Heard back from one holistic vet today - I had asked about the mercury-free version & they don't carry any rabies vaccines.
Swarnendu & MuchtoLearn: Starting over is when you have no proof of the initial rabies vaccine. My state doesn't allow you to then get the 3-year and you're done. I'm fairly sure my dog did have an initial vaccine but since I had no proof, when I went to register her with the county I had to start as if she'd never had a rabies shot, with the 1-year...now, a year later, she's required to have the 3-year. But if I'm late, from what I've heard, it means I could have to restart with the 1-yr. As far as the penalty: there's a higher fee for registering her if late. And I'm not sure beyond that. Rabies is required.
