So many times and particularly with young dogs it's a matter of the dog being in Higher Drive and can't relax enough to be able to bark...
Sometimes if you take away the Stress of the action...she will bark...
Have you taught your dog to bark away from the "Helper" for instance for her food or for a toy...then you can mark it with a name...and whenever she barks for you use this name...

it is nice if you have a group of younger dogs to do this with, but not required. The helper has the flirt pole with the rag on the end. Teasing the puppy as you are encouraging him. the slightest bit of noise gets the reward. The puppy will start to understand that it doesn't get rewarded until it makes a noise. This is always easier if you have a group of young dogs and the helper in the middle. Sometimes the other barking dogs help the less vocal. Before you know it, you will be annoyed at how your dog wont shut up for anything. After you get him to start, you can do it yourself with toys, etc with a command. Once they understand that their bark gets the reward, it is automatic.
