Your diet is lacking .  If you are feeding raw it must contain a lot more than raw meat..you never said what ALL you feed.

Has this dog been wormed>? and when??

Are his gums  pale or deep pink?

EYES  clear or matted??   Any weight loss?    diahrea?    

Not enough  info.     VET?      HMMMMMMMMM  

How much fat is in his diet??? most of what you speak is low fat content...gsd have to have high fat in their diet by means of limiting intake , but a dog of large breed with no fat contents into body and Omega 3's will have skin problems and hair loss and very dry and brittle.

If worming has been done and the gums are dark pink as well as tongue and no other problems    ...re assess your diet..
Most vets know nothing about the DIET for a German shepherd....sometimes the whip worm gets into dogs if you have deer or livestock on premises or pasture where dog runs...check for them
