 The Pelvis is twisted and very difficult to give any comments on this plate the puppy is also very young the pubes have not fused the pelvis and the acetabular cavity are still developing.Please redo the X-ray.The Dog may have good hips.

That is too young for a opinion wait a couple of months at least two better 3 or 4 mpnths. I would not even try to guess at this age.

what K9 mom said.  I'll repeat in my own words - wait until he's 6 months old, and take him to a vet who knows how to properly position the dog for ofa x-rays.  Don't panic yet.  They don't look "good" but 4 months old is way too early to say if some of the "looks bad" could be normal laxity combined with the very bad position.
