Your father is obviously highly respsected by everybody. What a nice gesture from the community. He is a true gentleman for accepting his gift for the intent, even though I can imagine his motification!

Sometimes drives do change/develop as a dog gets older. For instance, I've heard of pups who were rated as having no ball drive at 8 weeks later developing very good drive.
Anyway, all the best to him! What a wonderful thing for the people to do! It just about brought tears to my eyes.

He could to work with his lazy pup -- and perhaps perform miracles, OR
1. He could give the pup to a needy and more suitable family and regale the guys at the Feed Store with the poignant story of the heartwrenching moment of parting, and the assurance of pictures to follow.
2. Or he could move to a new town, find the pup a great home, and get himself a dog who suits him more.
3. Or he could get a second dog and raise the two of them as buddies. One can work while the other can sniff. He can love both and feel loved by his fellow man every time he looks at his Dog on the Dole. But he can get his real working dog jollies from the new dog. Both sets of feelings are pretty nice.
I myself cope with a lazy rescue and a good working dog and it works out fine. I vote for #3.
