But try this line of reasoning
a Row of 10 houses plant flower seeds, 9 every week goes out weeding and one does not and ends up with a flower bed of weeds, then complains to the Garden centre and wants it sorted??
your Computor is like a Garden needs constant weeding and maintenance or it looks awful
You just need a bit of occasional tidying, which is what we are asking you to do

This is my take on the situation. Website layout changes all the time, especially this one, as Oli has explained several times.
You do not have to change the screen resolution for your entire computer, in the display settings box off the desktop. In IE, there is a small menu, at the bottom on the right side..Says "100%" or some other number from 75% up to 400%. There is a tiny arrow next to that. That allows you to change screen resolution only in IE, and you can have different resolutions in different tabs, if your IE is updated and you have tabbed browsing. You can also go to the top of the page, click "View", go to Zoom, and go about changing Resolution that way, too. That way your computer settings themselves are untouched, but you can change the way your IE sees the PDB.
For Mozilla Firefox, all you have to do is hold down the CTRL key and tap the + or - keys to increase or decrease resolution, and you can do it differently in different tabs in one window, too. There is a "Zoom" option under "View" in Firefox, too, but there's no need to go to that kind of trouble, really. That's how I fixed the display issues I had with PDB, except for the unchanging picture, which Oli explained nicely above. Thanks Oli.
Hopefully these instructions will help those with overlapping issues to resolve them. Yes, your computer viewed the site correctly some of the time, but it's always changing, and if your computer isn't, then it may not be keeping up with what's going on here.

PS:
I'll post a screenshot of what happens when I zoom IE to 200% ...
Moderator comment: Monitor resolution is different than zoom. Please set your monitor to anything above 800x600 to not have the overlap. The layout does not change. Please point me to the post that Oli says the layout changes.

This picture is, of course, taken at 1440x900 resolution, because that's what my 17 inch widescreen monitor is recommended to be run at.
Moderator comment: Well when you set zoom to 200% what do you expect. Put the zoom back to 100% and then give me a screenshot.

I was having the overlapping problem myself, and I have not changed the settings on this monitor in two years. I don't want to change them. So changing the browser's display settings (zoom out) works for me, and would likely work for most everyone having this problem.
Just my opinion, obviously I'm not computer savvy and all that, but it's only common sense.
As for the post where Oli says the layout changed, he has come on here many times and explained changes in layout. There is a post, don't have time to find it right now, but he stated that he had changed the layout from a fluid center portion to a fixed center, which is what has led to the center portion ending up under or over the right side at lower resolution, if I understand him correctly.

Moderator comment: He changed it from a fixed center to a fluid center and the side bars are fixed. Your monitor is set at its best resolution1440x900 or whatever. At that resolution you should not be having overlap and if you do it is because of the zoom. When you adjust the resolution bar to the left things should get bigger and to the right smaller. Please post a screenshot of the overlap without zooming. The resolution needs to be to the right not the left on the slider.

Now, as you can see, changing only the Zoom setting has made the website much easier to see, and my display settings never changed on my monitor. I bought this monitor in December 2008, and the night I set it up, I set these display settings.
Moderator comment: Right, your monitor resolution is correct no sense messing with zoom. Your monitor resolution should be able to handle this site without touching zoom. If you get the overlapping without the zoom post a screenshot. If you want to view in 125% to help read the fonts that is okay but a better way is display properties--setting tab--advanced--change fonts to large--apply--ok. No sarcasm intended.

Moderator comment: You have been asked by Oli to either fix your problem by making suggested changes to your DNS ip addresses or quit complaining. When you make those changes and post a screenshot that they did not help and only then will your complaints be listened too. Please see page 5 for Oli's instructions. Another member had the same problem, he changed his DNS servers and he has full use of the site. How many ISPs require you to make changes? This should be your question to your ISP. Your problems are not caused by this site. Do you not get it?

Can you see this image. I know you will not answer but lets give it a shot. You will not answer cause you know what the problem is but refuse to change it. Whatever keep whining.

Moderator comments: It will clear up when they listen and do the things the site owner has suggested. For the last time it is not this site, 1,000s of people use this site daily/weekly. Probably 10,000ish different computers connect to this site regularly. If it was the site we would expect to see 100s of problems.
2nd Moderator's comment: Warning Nona. I just deleted your snide remarks directed at the moderator above. Don't start. If a moderator posts a comment in your box, get over it. There is a reason for moderators to do what we are doing, and as we are doing it.

Moderator comment: Quit complaining like the site owner asked. People are trying to help you.

Your problem is very easy to test, just give your DNS ip addresses to someone who does not use your ISP and they should then have the same problems as you. One more work around might be to edit your host file. Oli gave you that info a long time ago did you do that simple step?
