HB 2001 by McCall, unlawful restraint of dog (Companion Bill SB 634, Identical)

Yes, it says that a dog may not be kept outside by means of "restraint" that is legal term for chain.
It also says all kennels must be at least 150 sq/ft, thats 10' x 15'.

I like the larger kennel size idea, but sometimes a dog has to be chained out. as long as it has proper shelter and does not spend its entire life on a chain. there's a little old lady down the road from me with 2 boston terriers, she does have a fenced yard, but the little buggers still get out, she has started, when they go out side, she puts them on a chain, when the dogs are finished with their business, they go back inside with her. whats worse, the chain or getting hit by a car or shot?

This bill by itself, yes - I agree - it is not bad IF it were being introducded as a "stand alone". BUT there are multiple other bills in legislation now that with this combined will be another Knot in the Noose. We don't need MORE laws - we need to enforce the ones in place.

I don't believe that dogs should be chained up for life; I do think (and have seen for myself) an increase in frustration and aggression with chained dogs.
Why do we backtie a dog in Schutzhund? For the same effect.
I'm just wondering when all the lovely chain-crazy dogs are "unleashed" because now that's against the law, and heavens knows these folks aren't out there building kennels for their dog, how many kids/people/other pets are going to get ripped to shreds, by dogs that at least WERE being restrained by their lousy owners.
