I’ve been trying to research PENN HIP and OFA to learn which is best but the articles I find are biased and are more like advertisements for one or the other!! So I figured the best think to do is post here and ask actual reputable breeders which they think is best and why. I am NOT a breeder I am looking for a puppy!! Thanks in advance for your advice!!

I do both . OFA is a decent opinion , Penn Hip will state the laxity . I have seen an OFA fair with a .28 . and an OFA Good with a Penn Hip .35. So most vets will give you a discount if you do both. I believe breeding dogs with tighter hips will help improve the breed. Although it can be a challenge to find a vet that are qualified to do Penn Hip.

OFA allows and has on their site health information for a person to check on dogs but PENNHIP does not..

I have done both. personally I have no preference. Both give a look at the hips for abnormalities that might be genetically based/transferable.

Some people claim that Penn puts unnecessary stress on hips, but they are looking for laxity.

combine whichever one with sibling/background info for a better idea.

a passing grade of 1 dog from a litter with many fails is very different from a passing from a litter with many passing.
