I’ve recently purchased two Euro imports from Serbia and they are FCI certified. Both of the dogs are in the pedigree database but not registered in the breed book with the SV. I’m planning on breeding them with another Import I have that is in the breed book and in the pedigree database. Can I register both of my FCI German dogs without having their hips re evaluated??

Are you asking if you can register your dogs with AKC? Yes they don't care if you have hips and elbows xrayed.
If your paperwork on the dogs shows the hip and elbow scores that should be good for any registry
