there's never a good reason for a 1-3 linebreeding.

What could be some more theoretical solutions to offset this problem like the article writer mentions going for lesser known dogs or those that are not consider to be making podium positions?

fortunately, there are becoming more and more genetic tests, plus the tests already available that knowledgeable folk now insist on. Like HD/ED and spine.
the majority of us in the consumer market will never know the info that the writer of this blog is privy to and it was eye opening for me.
In the end, GSD have been bred for 100+ years and did the job they were needed to do. So, obviously the breeders looked for things other than the modern tests if they had to rely on GSD for a purpose.
today the health tests are available, plus longevity/vigor is a pretty good indicator.
My last female was top rated. Bred her 3 times, got 1 pup. a # other females from the same kennel had close to the same results. I'm going to go out on a limb and say that 99.9% of what one gets is genetic.

1-3 is very close! I definitely do not recommend it. You are looking for health trouble. Bolle was an aggressive dog so if this replicates you will have trouble.
What do you mean by an "aggressive dog?"
German Shepherd Dogs are used for many different purposes. A German Shepherd Dog bred and intended for military or law enforcement use is very different temperament and drive-wise than a German Shepherd Dog bred and intended for seeing eye Guide Dog purposes. Working line German Shepherds with proper temperaments and drives in accordance with the Breed Standard are often not suitable as pets for dog owners that have no intention (or idea) of properly training, disciplining, controlling, and working/exercising/menatlly stimulating the dog, especially novice owners.
Proper bonding, training, etc. starts on the way home from the breeder.
