Short hair black dogs are now permited.
Belgian Shepherd Dog / Belgian Sheepdog or Chien de Berger Belge can refer to any of four varieties of dog: Groenendael, Laekenois, Tervuren, Malinois. At times in history, there were other "varieties" as well. The brindle became known as the Dutch Shepherd (both a long, and short haired ) when not permitted for registry as a Belgian by the FCI. The FCI has recently (2012) announced that it will now allow the crossing of Malinois and Groenendael, which produces a short-coated black dog, previously not permitted. In Europe and Canada, the Belgian Shepherd is one breed. The same applies in the United States with the UKC registry, but not with the American Kennel Club (AKC).

The AKC registry, Belgian Sheepdog used to mean the Groenendael exclusively.

It is very Interesting to see changes in breeds along history. This popular National Geographic Art print detail of a painting by Edward Herbert Miner reads as follows: 
1941 Dog Art, Natl Geo Belgian Sheepdog, Malinois Ptg
" The Long-coated black Groenendal (left), takes it's name from the Belgian village where it was developed by selective breeding after the chance appearance of a handsome long-haired black famale in a litter of lighter-colored sheep dogs. The Malinois, (right) named for the town of Malines, bears a slight resemblance to the German Shepherd Dog."

Interesting that as I understand it, the Black color in Groenendal's and Malinois is the Dominant form of black coloration located on K, so this caption's claim that a black pup suddenly appeared from lighter colored parents seems off, and on another note, the artist representation of the malinois looks like it has a saddle similar to a German Shepherd Dog's and a face similar to a Siberian huskies! Who knows the true history of the black?

Artemis is 11 months, 20 inches tall from ground to shoulder, and 48 pounds. She was given to me at around 3-4 months origins really unknown but I do know she came from northern California where there are ranches everywhere

I can´t help you - not that used to Mals - but I´ve never seen a black Mal with brindled feet before - that´s cute, no matter if your dog is purebred or not.
Does it matter for you?
 

Just read your last post - why do you believe in Mal ? The headshape is broader than normal ( on the other hand: What´s "normal" ? ).
I´d guess German /Australian Shepherd or something like that.

When I took her in I thought she was just a German Shepard mix but as she grew older her whole physique was different. As in size, coat and body structure. Honestly I don't care about pedigree I think it'll be fun to find out her breed. I've been really interested in sheep dogs so the more information the better. Mix or not she's my partner nd a intelligent one at that
I've done research on mals nd I've seen some come in black nd from what I found out they could also have white on there feet nd chest?

I was thinking mal just because she not as tall a gsd nd her physique is a lot slimmer similar to a mal?but to me has the face of a gsd. Just wanna get some ideas on what breed she might be
