If the dog is registered with an FCI recognized Kennel club then Yes it can be AKC registered. Contact AKC for the forms

Dogs from Poland must be registered with "ZWIAZEK KYNOLOGICZNY W POLSCE" to be able to register with the AKC.

Yes, you need an Export pedigree, make sure your name as new owner is on pedigree.
