I need help. Does anyone know how to stop my dog from barking and chasing anything moving.

Jennifer, training a dog to do anything (especially if you're new to dogs) is 90% teaching the handler, and 10% the dog. We can't really solve this problem for you on the internet. My advice would be to sign up for some good obedience classes given by a reputable trainer. (Reputable trainers usually don't work out of places like PetSmart!) Maybe your dog's breeder can suggest someone who's familiar with collies.
Collies DO bark a lot, so teaching him not to bark, or bark only when you want him to is going to be difficult. We can't even make any sensible suggestions until you tell us more about the circumstances, though. How old is he, how much exercise does he get, etc. etc.
