So, I've been lurking around a few working dog forums and I keep hearing such and such dogs are civil, etc etc. What exactly does a dog being civil mean?

Search the forums for the word 'civil'; it's been discussed many times.

I am hurrying to be the first to answer: In dog world it means the ability/ capability/ willingness of a dog trained or not trained to bite a man not wearing any gear.
I learned that here on PDB, don't ask me to explain more, I will now leave the stage to the experienced ones

No inhibition at all about biting a human.

This is a good thread for discussing related terms such as sharp, shy, hard, low thresholds, etc.
