You keep mentioning obedience training, maybe we have different ideas of what obediance is ? She went to school when she was 1 year, she listens very well, 2 things we need more work on is reaction towards other animals and walking on a leash, she always wants to lead.
The gun argument is laughable, we have more firepower than we need, but guns dont do ant good when there is nobody to weild them.

I have a couple GSD books but they dont go much past the history and basic training.

When she runs 'on alert' (head and ears up) (more of a very fast walk) she drifts to her left a little, like a helicopter gunship. Is this normal for GS ?

actually she hasnt been tied up in more tha a week  i have left the wooden drive way gate open an put two sections for chain link fence across it, she can see better what is going on outside her yard and it seems to help her.

No its not normal.
Could be a habit from running a fence.
I've seen dogs do it, don't let it bother you at this point.
Good obedience is the foundation for everything thats why its important.  Leash work is part of that as well.
You can't teach an old dog a new trick is a myth,  but I'll tell you old habits are hard to break and sometimes not worth the stress on you or the dog over something minor.

Foxtrot, I am sorry, But I have seen a dog pull up its chain, jump a fence and have the chain get tangled up to where the dog hangs him/herself.

She needs somehting to entertain her from 6:30 to 5 pm, some puzzles to work out.  Put food in treatballs all over the yard,  get hre soccer balls, basket balls.  I would go out of my mind if all I had to play with all day everyday was a football.
