Your ground is clay as you said
Mine is clay also, solid clay, But for the Roses who like a clay soil but not like mine i have put in a lot of Pigeon droppings and grit, to break it up plus compost i make myself
And i grow about 100 rose bushes to flower during the summer and autumn
The grass area is now losing its grass with the snpw and wet weather of the winter, because as you know the dogs turn it up a bit
But that is okay because we use the paths to walk on not the grass
If you have the smell of urine in mud nothing will get rid of it
Shavings will only make it thicker and more sticky in a short time
Better tpo take up the top couple of inches and bed down on a semi dry mix of coarse grit and sand with a little cement added, do not put it down what is called spot cover the whole area of the slab this will be the quicker of putting down concrete
Even if you put down a meter wide from your door it will help a lot for the time being,
Only one  days work and it is done

How is it possible for any odour treatment to work on a wet clay soil, certainly is just not possible the only solutionis the above in my post but to do that you will have to spend a bit of money and do a days work

The shavings dry up the mud for us. But we don't have clay soil. Baking soda and vinager works great then shavings over it.  Some one mentioned Nil odor. Love the stuff.

Maybe putting down sand might help the mud. We have pea stone (5" deep) in the kennel area and its great. No mud in the kennels.
