While it is self-evident to us, because we all have fully-functioning brains, it is good to have the authority to cite for idiots who refuse to accept or believe what is so obvious to the rest of us. Could tax-payers money have been better spent on something more important. Sure. Frankly, part of me wishes it had, because this is one more thing for the insurance companies (the BIGGEST thieves on Earth) to use against us. Forget PETA. Bluecross is the one who will want to get your dog out of the house!
