Chain?  
I'm rethinking everything and coming up with....you don't wanna know.

two moon  the chain is not a real chain but one of those light weight type made of twited wire links
she has to be secured in the yard during the work day when nobody is home, or she will jump the fence, the kennel i bought she busted out of.

You need a better kennel.  A dog that jumps fences with a chain on is a disaster waiting to happen.  As stated above, you need to learn a lot more about the training of a GSD, not to belittle you at all, its just not as simple as you have indicated.

give me a break,
the chain will not allow the dog to reach the fence.  i didnt just fall off the turnip truck,
there have been dogs in our house for a very long time
you are right about the better kennel but i could not find a real kennel in this area all they had was 11 ga chain link type i i dont know that you can train a dog out of separation anxiety

This is something that needed addressing when she was a pup.    Thats what I would like to make clear, training starts from day one as a puppy.
I have no absolute problems with a chain ,  just rules and conditions.   Other people do and it could cause problems.
I think there is a lot you could find in a couple of books that would help you greatly should you decide to buy another dog.
As far as your dog now, you could build a kennel she can't get out of for probably less than you would pay for an assembled kennel and it would be kinder and safer than a chain.

name the book, i will read it.
ive read a couple small ones, i taught her most of what she knows, when i am there she listens very well, even to some hand signals,  when im gone i have no control,

When your gone you need security and since she already has the habit of tearing up kennels and jumping fences you either need to build something she can't tear up or get a proper chain setup. One thing about a chain, you only use it when your gone, you can't just leave her on a chain.

Where are you located by the way?
In the city, country, lots of room or small yard?

What about when you are home?  
Is she free, in the house ,or outside. 
How much time confined and how much time free?
