OK,
I have a year old male who does this to me, he doesn't hurt, he's just bonding. He has grown out of most of it and my biggest complaint is a slimmy hand. When he grabs me I grab him back, he likes to be handled rough or maybe strong is a better word. I let him know if he gets too rough which is not often now. Its just another sensory input like smell and sound and sight. Its his way of touching maybe learned from his mother.
You can give him a harsh no! You can tickle the roof of his mouth. I grab mine by his cheeks with both hands and give him a little shake sometimes. Its harmless unless he is around kids who arent used to him and he scares them with the mouthing. I dunno, I wouldn't worry about it too much myself.
Its a whole lot different from a nip or a bite, that I would not tolerate.
You could stop it all together if it bothers you.

i've had the same problem with my gsd and my poodle too. when they were just puppies i told people don't let them chew on you. they not only allowed it, they encouraged it too. finally i just gave up and when people asked if they bite, i said no they don't bite but they might chew on you because they do that when they are excited. if you pet them you will get chewed on. then they would laugh and say oh that's fine. they'd talk to them in high-pitched squeaky voices, get them all excited, and get chewed on. half the time i would get, ow, that hurts, they shouldn't do that. then i would say well then don't pet them.
they don't do it with me anymore. they know better. they don't chew on my daughter either. but if someone is making a fuss over them, sitting on the ground to pet them, etc, they get excited. pinching the lips doesn't help, or grabbing the roof of their mouth as someone suggested that i know, or yelling ow. they don't do it unless someone gets them really excited.
