CHOKE COLLARS are for TRAINING!! not for every day wear... put it on when you start training, take it off when you're done. I'm sure many Dog people have horror stories about collars... like one friend who came home to her two adult dogs, and found one dead on the floor, strangled by the collar... and the second with a broken jaw. They were probably playing and accidentily the jaw of one got tangled.... Or the moron with the year old shepherd who scaled the kennel and got out, so he had the "brilliant" idea of chaining her within the kennel on a choke, and came home to find her dangling from the fence. DON'T LEAVE CHOKE CHAINS ON !!
And I have to agree with LMH... the shepherds reacted as a pack to try to seperate the two that they perceived as fighting (they didn't understand about collars). It's not about vicious behavior...It's not even suggestive that the dogs didn't get along normally. I have 6 dogs who are together with no issues. They eat seperately, and are closely supervised at treat time... but the rest of the time they're great. From the 8 lb Chihuahua to my 90 lb Duke (GSD) and will give ya 2 guesses who rules the roost! the 14 year old chihuahua tells them all what to do.

There is a big difference between a warning bite for an annoying puppy and a bite hard enough to leave puncture wounds. Sugar coat it all you want, I've been bit enough times to know the difference. I will agree that the biggest problem of all here sounds like the owner.
