Freddy, at least you have a couple of things going for you, based on what you've written above--
1. Both you and the seller are in the US, even though you're in different states. That's a lot better than being a buyer in the US who dealt with a seller in Slovakia. If everything is as you describe, you need a lawyer, and you need to file charges against the individual in the state where the breeder has his business based.
2. A true 'well-known breeder' isn't likely to disappear from the face of the Earth, as has happened with buyers who purchased dogs from people who claimed to be big shots in the GSD world but were really just your average con artist.
If you're out of pocket over $40K on a dog purchase, you can contact the AKC, report the breeder, and provide them with whatever documentation they request from you. The AKC will investigate your claims, and will require a $500 deposit from you to file the complaint against the breeder and start the investigation; if the evidence bears out your complaint, you'll get a refund of the deposit, but if they find in favor of the breeder, then the deposit is forfeited.

Sorry but on the theme of this thred, I want to have a 'rant' at Freddy's
post ! Hexe's advice is, as usual, sensible and to the point, as is Susie's,
Freddy you should be guided by them ... but WTF were you doing breeding
with this dog ? You don't know who he is, you don't think he is worth all the
(enormous) amount of money you paid for him, you knew you didn't have
his paperwork ... sounds like a PERFECT candidate as a Stud Dog. ON
THAT BASIS ALONE I would take up your invitstion to call you the stupidest
man on Earth.

How much research did you do on personal protection dogs prior to getting one? I assume that is what you bought him for.
You do not need to spend that much to get a nice dog. Heck, dogs sold to special forces don't even go close to that.
Why would you breed this dog not knowing any of his background? Why did you not disclose the lack of papers to the female's owner prior to breeding the dog?
Glad you love the dog, sorry you got played.

He then Told Me , He Worked Out The Deal and I Could Have The Stud Fee, The Females Owner was Giving Him Top 2 Dogs Of The Litter and Make Him Some Money and Me Too and it Would Be a Bog Favor To him and Once all The Paperwork Was Finally in, We Would Have A Breeding out There So Good, Others Would Be Paying Me Big Dollars For Use of My Dog as a Stud. So, WTF , I Thought I was Helping and Seller/ Breeder , The Females Owner and My Dog and Future Money,, In Addition , The Females Pwner Let The Seller/ Breeder Get His 2 Dogs Already , as He Believed Seller Breeder Too!! But Now The Dam's Owner Blames Me For Breeding and His 2 Lost Puppies and No Paperwork!! I Only let My Dog Mount his, I arranged Nor Promised Anything!!! So , As I Pointed out in My First Thread , I'm a Nice Honest person and So I Thought I was , So I Guess, in My Head I said Why Not! WTF as I was Told in my Responses , is Exactly What I was Thinking , WTF Not!!
7) I Took 3 Bullets In That Battle Desribed above Protecting 3 American Lives and I Did Not Hesitate To do it or Order my Men( Bone Who Were Wounded But Me, I was In The Lead at The Closest Men who needed To be Knocked Down!! Freddy, dear soul, I think a lot of people were really just hoping you were playing the 'troll' role simply because the reality that someone would do this to another person to such an extreme degree is beyond disgusting.
It sounds like you've had a really rough go of things recently, aside from this situation, but I'm not so sure it's wise to lay it all out on an Internet message board, where you have no way of knowing who's reading your posts and whether they'll try to find a way to use any of it against you in some fashion--what's to stop the breeder in question from 'advising' you under the guise of a screen name that doesn't identify them, for example?
I'm not too familiar with what's available to veterans, so forgive me if I'm totally off-base with this thought, but does the military offer any support services, such as legal aid access? I know the Federal Government offers their civilian employees referrals to attorneys, counselors and other supportive services through an Employee Assistance program; have you checked with the VA to see if they have anything like that for vets? If there isn't any thing of the sort available through that venue, it's been my experience that most State Bar Associations have lawyer referral programs that arrange for an initial consult with an attorney who specializes in the practice of the branch of the law in which one needs representation, at significantly reduced fee [like "$50 for an hour initial consult"-reduced], so if you don't like that attorney or don't feel they're the right one for your case you can reach into the referral pool and try another one before you select who you want to represent you. Contacting the Attorney General of the State where the transaction took place and filing an official complaint through that office is worth doing as well; it's possible there are other customers of that breeder who were similarly taken advantage of, and perhaps the best approach will turn out to be pooling resources with others in the same situation to pursue resolution of everyone's problems with this kennel.
I also think that people will be hesitant to offer advice simply because of the amount of money involved, and how complicated the situation sounds overall--from your description, it definitely seems like this became way, way more than just a simple purchase contract between a buyer and seller where the seller took your money but did not deliver the same dog you contracted with them for, and to be honest, I've read your posts multiple times trying to sort it all out and make sense of what happened, and I'm really no clearer on it than I was on the first reading.
I'm sorry you had such an unthinkable tragedy strike your family, as there really is no grief that submerges a person deeper than that which comes when a parent outlives their child, and it's certainly understandable that your abilities to discern that you were being taken advantage of, and whether what you were being told made any sense, while reeling from such a staggering assault as the loss of your daughters. Please don't take this the wrong way, as I mean no disrespect nor am I making any judgement about you, but perhaps a few sessions with a behavioral health counselor would help with organizing your thoughts and planning your next steps, to work with you on sorting the business part of the upheavals in your life from the personal parts, as I'm sure you know that you have to approach the business end of this mess like you'd approach a battle in the field--with a clear vision of what you need to do, and what it's going to take to achieve your goal, without letting the emotion of everything muddy the waters as you plan. Sometimes it's just easier to just verbally empty your 'mental dumpster' onto a stranger who's both being paid to handle all that refuse and is trained in doing so skillfully--we never want to burden our friends and family with the full pain we keep in those dumpsters, but with a counselor, that's exactly what they've being paid to handle for use...our emotional toxic waste, if you will.
I wish I could be more helpful and had better suggestions as to what steps you can and should take to resolve this matter, but unfortunately this is not the area in which my skillsets lie. I do hope you're able to prevail over the person who took advantage of you in your inexperience with the ins and out of buying and selling quality trained dogs and your quest to obtain the 'best of the best'; the type of person who can do something like that has no business being involved in dogs, as the animals are typically nothing but a commodity to that type of breeder.
