On the nursing site I used to moderate, we had the ability to see ISP numbers, and could block the number of a persistent spammer. Is that still possible? I know a lot has probably changed since then.

It is possible. We have many tools but he keeps changing his IP and other things so we are forced to play his game until Oli makes some changes. We are doing all that is possible.
