I really don´t seem to understand your question.
I´ll try it again:

First requirement: a healthy dog...
Followed without order:

Good for IPO
Huntdrive ( expressed in ball drive, "tug of war" or else )
Fooddrive
Good temperament
Self confidence ( strangers, noises )
Endurance ( willingness to seek something until it´s found )
Hardness ( not oversensitive to pain )
Alertness
Willingness to learn, motivation

Not good for IPO
Gun shyness
Fearness ( people, noises )
Lazyness
Lack of interest in any of the above

and so on.

It´s the combination of everything, there are no 2 similar dogs, that said you need to train different from dog to dog.
