The road of least resistance to finding a remedy for an atopic dog may be in finding a competent vet dermatologist. It's a very complicated disease and usually takes a lot more than simply switching foods or using a different topical. Most atopic dogs are immune cripples that missidentify harmless proteins and inhalants and overreact to them.
It is probably best to not use an atopic dog for breeding. It is much more than a "skin problem".
