thanks bee, interesting. if that is so why don't the agencies make it a matter of policy/procedure/training that such sensitive stuff never gets written. if they are entrusted in their positions and are actinf under broader policy guidelines/agendas then they are trusted - why do they risk repercussions by formally writing/documenting, filing, and storing??

or not just destroy the telling docs when they are done? i can't just be oversight, these are intelligent people.

How are you going to tell anyone they can not make notes to themselves! Note making and goal setting.... also traits of high achievers! It is a free world... remember... well, where I live any way!

i was actually asking why they commit this stuff in a formal traceable path following SOP when they no it can be sued against them?

i guess where you live freedom does not include freedom of information or freedom from spying on your own people.

Be nice if it were the world were that simplistic.  If you want to narrow the conversation to a smoking gun so to speak, then you miss the point entirely.  Amidst decades of conspiracy theories with no merit, there lies a truth that some would evidently wish to remain buried.  Do I believe that the documents contain a confession, order, or some other kind of overtly damning evidence pointing in a specific direction -doubt it; it just doesn't work that way.  What is more likely, is that one might find evidence of questionable practices and protocols, or some inconsistencies raising some red flags.  In case you haven't been paying attention, these occurrences within civil government are historically the rule, as opposed to the exception.

I think as long as participants are still alive things will remain buried.
Even then you'll probably never know the whole story because there is no single story, it's an ongoing opera, a symphony of white noise.

Nothing's going to change.
