Doh, what a goober... she doesn't want to Koer her dog. She shouldn't be breeding at all then.... um.... what a doofus...
There, I figured you needed at least one negative and stupid remark or you would feel kind of unfulfilled :)
I think the advice given here has been very good.... And OMG I hope you know I was kidding.

Given there seems to already be more GSD's for sale than proper homes available ,I personally see no reason to breed GSD's that are not eligible for a breed survey.

Blitzen, well said! I agree 100%

But in a perfect world you would most people would assume that buying a dog with a breed survey would mean you could expect a certain quality of gsd. While in theory you would but in many cases this rating is watered down and lower quality gsd's obtain a higher rating than they should.
On the other side especially when dealing with true working lines breeders myself i would not even worry or be concerned if the gsd's had a breed survey or not.
The more knowledgable about the breed you are in my opinion the less concerned you need to be about having titles or breed surveys. you can find hobby breeders with extremenly high quality dogs that have no breed surveys. you just need to know what you are doing...

Using breeeding stock that is eligible for a breed survey prevents the breeding of GSD's with disqualifying faults.

- Your dog has to be able to pass a BH (General, on/off lead Obedience)
- Your dog will need to pass an A.D. (12.5 mile endurance run / you on a bicycle, I guess that means you must be able to ride 12.5 miles).
- Your dog will need a Show Rating (S.V., F.C.I Standard) Which means your dog must be free of disqualifying faults, "Teeth, Coat, Temperament, Hips/Elbows, testicals, no floppy ears etc etc..
- your dog will need to pass a SchH1 Schutzhund title. Proves Correct GSD Temperament, working ability in general.
- Then your dog will need to do his/her show thing in a ring "again", stand for exam, do an attack out of the blind, and a courage test before obtaining a breed survey...
Good luck...
DesertRanger has a good point, knowledge is just as important as titles IMO. The only issue I have with his/her point is how many generations later are we in the same situation as the American Show Shepherds?? Titles may be purchased or given to friends in Germany but for the most part here in the US you still have to earn them.. There needs to be some baseline to go by.
How many generations back do you want the last titled dog in your dogs pedigree?

Dennis you are correct and it is best not to miss many generations having titled parents. I do know a few working lines breeders that it would not matter to me at all if the parents had a title or not. i am a stickler for having OFA "Good" hips and good working conformation regardless.
