……..I know but if a breeder is not going to be accountable, there is nothing I can do. There is no law in USA saying that a breeder has to sell puppies with some kind of ID. And I never got a guarantee with my puppy that the puppy would come with any sort of identification, other than her AKC registration paper,…..

No that comment is not entirely true ! In my State in USA if you bred dogs , and you have a kennel license if you dogs with the intent to breed , you will get a breeder's packet. This packet is about 1/8 of an inch think citing every single rule and State regulation in reference to the buying and selling of puppies ! One of the requirements is for the breeder to microchip that pup before it is sold or placed ! I do not know all the USA State requirements for breeding. But understanding that if this is the case in my Region I would tend to believe that these Required Regulations in the State Statutes would be applicable to other States also. In my region two purposes  exist : First to protect the public from fraud as well as to to convey Consumer Rights to the buyer. Secondly they want to prevent irresponsible breeders and puppy mills all over the State. Unfortunately , when people do not do the right thing , government inevitably will step in to exert their will , unfortunately over the people that do …

So yes … my State does force you , control you , as a breeder, to be ethical , or you will endure the legal repercussions.

Rik, not shame on PDB at all no one has made an official complaint to me or any other Admin about this. And as far as I can make out, based on what has been written here, nothing illegal has been done. If you have a complaint to make against PDB please feel free to PM me and I will look into it thank you.

Actually....if a breeder is selling dogs to buyers who make the purchase without first being able to see, touch and interact with the animal in person, before they take delivery, that kennel is required to be licensed by the USDA, and there are specific requirements regarding recordkeeping and identification.  From the USDA's Dog Breeder Resource Guide:

Examples of activities requiring a USDA license include but are not limited to:

• wholesale sales of dogs for use as pets or for hunting, breeding or security purposes;

• transferring dogs (and receiving any compensation) to another individual, business, or organization for subsequent placement or adoption;

• retail sales (including adoption) of dogs where the buyer, seller, and dog are not physically together in the same place so the person buying or acquiring the animal cannot observe it prior to purchase or taking custody;

• sales (including adoption) of imported dogs where the buyer, seller, and dog are not physically together in the same place so the buyer can observe the animal prior to purchase or taking custody;

• the sale of any dog not born and raised on the business owner’s premises for research purposes; and

• the exhibition of more than eight dogs.

 

And since I'm on the subject, there are an awful lot of folks out there who are in violation of the Federal licensing requirements because they're importing pups under 6 months of age en masse from Europe, advertising them for sale, on this site and elsewhere, [often before the pups have even left Germany, Serbia, etc.], yet they're not licensed and inspected by USDA as a dealer. Even if those folks claim that they're only serving as the broker, not the actual seller, they still are required to be Federally licensed...

Hexe, but no Federal compulsion to microchip, that right ? [YET !]  So the (only) problem the OP thinks s/he has is whether or not in their / the Breeder's State, it should have been done ? (Irrespective of whether you & I & others here think it really ought to have been !)

 

OTOH your post illustrates what a wider minefield this can be, and will give some helpful information to other purchasers who are under-informed or having problems with any failures of breeders to provide all relevant info. on puppies.

Yes, there IS something you can do - you can take your business elsewhere.
