I don't think the diagnoses applies to dogs myself, but please you don't know the harm of what you say.

The updated DSM draft was already released earlier this year. The difficulty many people who have Asperger's run into is that most funding for services is attached to the diagnosis of autism, so the diagnosis of Asperger's automatically excludes them from getting help. For example, for children in school this may mean not getting special education services. The plan is to rework the definition into a broader "autism spectrum disorder" since autism can range from relatively mild to very severe. They aren't saying that Asperger's doesn't exist, but that it falls into the range of symptoms we call autism.

It is considered to be on the high functioning end of the "Autism Spectrum umbrella" under the heading of Pervasive Development Disorder, the same as a PDD-NOS diagnoses. Classic "autism" is on the other end of the spectrum. And yes, it is all about getting the necessary services, in a timely fashion because early intervention works.
