I would be furious if I bought a GSD puppy who wasn't a GSD. I wouldn't be upset with the puppy of course, and I'd likely keep him just the same (the pup you got is likely better than if he were exactly what was on those papers) but I would definitely let the breeder know you weren't fooled for long. It's unethical, any way you slice it.

It´s unethical to print pedigrees without DNA proof, it´s unethical to breed German Shepherds without proof of working abilities, it´s unethical to breed dogs without any health tests - but that´s the way the breeding system works within your country.
As long as there are no rules, there have been and there will be litters like this day after day in your country.
In case you want to sue the breeder, you need DNA samples of at least the parents and the grandparents - the result? All involved breeders will say that they believed in the parentage of their dogs. For what? 200 Dollars back?
You are right, as soon as I pay for a dog with a pedigree I want to get what I paid for - but in reality it´s not that easy at least in the US.

Susie, there is absolutely NO comparison between breeding dogs without titles and selling someone an AKC registered GSD who is not really a GSD! One is a matter of opinion as to whether it's unethical or not- your country feels it's unethical because that's how it's always been done and you have registration rules in place that reflect that. Here, where titling isn't so easy as in some places, it's a matter of choice and it doesn't have anything to do with registration. Breeding an untitled dog doesn't imply any dishonesty. Selling a Mal X GSD as a GSD is dishonest. People need to be sold the puppy that the papers reflect, or they need to sell the puppy with NO papers and be HONEST about the parentage. Mal/GSD mixes are fairly desirable anyway- just be HONEST about it!
And let's face it..........there are MANY scams originating in Europe! Someone tried to scam me recently on a beautiful male whose parents could not have been who the Europeans were telling me they were.

AKC requires imported dogs to be dna'd before the offspring can be registered. That is a rediculous, superficial rule when the offspring are not required to be dna'd before reg. And it's a halfassed rule at best since ALL dogs being bred are not also dna'd. All the requirement to dna imported and "frequently" used studs is for, is money for akc....what about the bitches being bred to those dna'd "frequently used" studs? They are not required to be DNA"d before pups are registered. It's ALL nothing but smoke screen and revenue producing for akc.

Jen, I´m German, for me breeding German Shepherds without proof of their working ability is unethical, but I know it´s difficult and different on your side of the pond...I´d buy a puppy from you in a heartbeat, but you are not the norm, you are the exception.
On the other hand, as soon as working titles would be necassary prior to breeding, there would be more clubs and less German Shepherd dogs in your country, cause not everybody has the money for a trial "overseas"...
Scammers you find everywhere, even in "good Old Germany" - we are not better than the rest of the world, but our rules make scams more difficult ( not impossible )

Thought about different scenarios -
I´m a "normal" human being asking for a German Shepherd dog I want to train let´s say in IPO later on...
What´s less unethical?
1. I get a puppy out of purebred German Shepherds, but this puppy does have major temperament issues, cause the ancestors were not tested for their working ability, they just were "pets"
2. I get a puppy with great temperament and working abilities, but I have to recognize that the parents are not purebred.
I really don´t know...
