Thanks everyone for your thoughts, even though the general thoughts are leaning towards a simple mutation and not genetic I probably would not do a repeat mating just to be safe.

If it is a new point mutation ie. peculiar to the individual, then it will be genetic, but present only in the pup and not carried by the parents. If it is a recessive mutation that occurred some time ago, then both parent will be carriers.
A developmental blip would not be genetic.
