Sorry gimmie10 for being so invasive but it is a true fact that this problem can be an inheritable one. So is it just "that" bitch or did her dam or granddam have any problems. Also can be an inheritible problem with the number of puppies. The bitch determines the number of puppies; presuming the male is viable. Thererfore, most conception problems along with the number of puppies, pyometra, uterine infections, uterine dysplasia, fading puppy syndrome, retaining dead puppies can all be inherited traits from their dams and their granddams, their grand dams dam, and so on and so on. So if you are thinking of purchasing a bitch for breeding from a lineage that has known conception problems, I would definitely look elsewhere. My past experiences. Nan
Also inheritable are problems with seasons being regular, 4 monthers, 5 monthers, and bitches that have only one season every 9-12 months. Their dams and granddams DO pass this on to their puppies.

@ J C Carroll.....I think you are in the church with the inbreeding depression and also some environmental stresses I think factor in. Still it is not something cut and dried yet, but too often for coincidence.
