The pharmacy confirmed, it was indeed their error, so now what, a honkin' big lawsuit?

That is a good guess, their error resulted in the death of valuable horses and the withdrawal of the team from the competition.   I do not know if it is legal to make this mixture and give in the US, and I have no idea if that would impact on a lawsuit.  I guess if I were the pharmacy I would try to argue that the owners contributed to the death of the horses by trying to avoid the use of the commercial formulation, and therefore took a risk of incorrect dosing.
