Y'know Moons I think you are right about the standards of driving getting
worse and worse.

More n more on both sides of the Pond it seems that the problem often goes
something like this [according to what I have seen on TV Highway Police
Patrols and Judge Judy, any road !]:

Young [usually!] people 'learn' to drive, but don't get taught professionally 'cos
that costs too much.  So a friend or relative teaches them, then maybe forgets
to stress some of the non-practical angles to driving  (staying legal, re drink,
insurance, observing traffic rules and speeding and parking etc).  Learner
gets a (UK calls it Provisional Licence, I think you have another term ?)  or
no licence at all;  so they cannot own the vehicle properly (most States ?)
or cannot insure it even if they want to and can afford it ... but they still want
to drive, or have to drive (because they have no other way to get to school or
work).  So they drive uninsured, unregistered cars without a proper License;
and then - because they are young / reckless / inexperienced / don't really
understand the implications of racing around in two tons of metal - they do the
stupid bits like being drunk, or off their heads on something else, or going too
fast, or not maintaining their vehicle and tyres properly.  When they get pulled
over and DQ'd or fined, or if the car is taken away, they get straight back out in
another cheap and badly maintained or stolen vehicle, and then start doing  the
same things all over again.  Aside from cheaper professional Driving Lessons I
can't think of a way to reduce this cycle, any ideas ?

When I was young we had drivers ed in high school, they don't anymore.
I learned to drive in my parents car when they went out on the weekends, or the car of a friends when his parents weren't looking...lol.
Eight grade it was..
Not in the city, country roads mostly.
There are too many people and too many cars these days.
What's lacking is experience, they need a training course for turns and skids, and someone needs to teach driving etiquette, manors.

What does anyone think about Duck Dynasty coming unglued?
I don't watch it, ya couldn't force me to watch it, I'm just curious since it's a mix of religion and homophobia, corporations and big money.
Personally I am embarrassed to share the planet with some people.

It's all just one big soap opera.

Follow the money trail. Forgetting the homophobia (which the network cares about only in terms of the bottom line), it's a win win for the producers. They lose the guy from the program, but they come out in a superior position from a pr standpoint, while capitilizing on the publicity.

 And then you wonder why it is so dead here.
