Three weeks is a long time to germinate, Steve! Soak the seeds overnight in a moist paper towel to speed up the process. Also warm up the soil. Should be only about three days if the conditions are right. Love those gardening shepherds, they just want to share your joy. They just can't help it they don't have thumbs.
