Western is correct of what the PDB can accept for USA bred dogs.
OFA is for testing on USA dogs, yes there are some Penn-hip testing results on the PDB but most also have OFA for hips.
The foreign dogs are tested by other labs in their countries but they were not bred in the USA.
Their results are checked by Fantom who finds the dog on the SV database.
There are imported foreign dogs on the PDB that were tested in their country and also in the USA by OFA.

the SV requires all breeding to be certified. don't think it will ever be better than that and it still ain't perfect.
in the U.S. it is voluntary, so the buyer needs to do careful research, but honestly HD comes from so many different directions that I doubt it is ever completely eradicated in the GSD.
