E collar in an untrained hand can make a dog worse. Some dogs bite harder with stimulation. More obedience and exercise is needed. Dogtra makes dummy collars the same size and dimensions of the training collars.

That is helpful information to know that Dogtra makes dummy collars the same size and dimensions of the training collars or you can just make your own. Personally, I would rather purchase a dummy collar so I don't have to go to trouble of making it.

You are absolutely correct an e-collar can make a dog worse in an untrained hand. Hopefully, anyone with any sense at all would research how to use the collar appropriately. Also I know from experience mild stimulation with an e-collar along with a firm no done a just couple of times gets the attention of most dogs and can eliminate bad behavior. It also helps (such as in my case) when living in remote areas to keep dogs from chasing deer off and possibly losing the dogs. A 15,000 dollar k9 with the Hattiesburg Police Department jumped a deer in this area and was never seen again. Now when my dogs get after a deer, and I yell come, they come thanks to the e-collar (which I don't have to put on them anymore when exercising them around my land). I would highly recommend reading the book I suggested by the Monks of New Skete. If they recommend using one after years of experience in primarily training German Shepherds, then it is good enough for me.
