I really don't know about weights, but looking at the pics of the two dogs, the female looks healthier.
I am sure others will disagree with me, but until my pups hit 6 months, they can eat what they want. I find they actually eat less and it eliminates food aggression issues latrr on.
I leave dry puppy food available aleays, than I feed 2-3 times a day moist with a little canned added.
Like I said, my dogs are able to exercise at will with the added activity we all do togeather everyday out feeding horses ducks and hikes down the road.
Their energy from high protein is obvious.
Evem my little pups are not confined to small areas once they reach 4 weeks.
I habe never had pano but I would think pain would be symptom.
To start supa- I really would try feeding more and mpre activity with him.
I also give all my pups a generous portion of raw hamburg dsily and feed them cooked ground turkey.
Good food and plenty of exercise is imperative to the good health and growth of German Shepherd pups.

Please keep in mind I am no expert and the information below is only based on my experience.

The puppy's demeanor could be one of 2 things: health issue or just him. 

Take my 2 pups; both are from the same litter.  Cirberus (female) is all of a hell hound.  She runs, jumps, and generally wares everyone out (even her mother).  The only dog that keeps up with her stride for stride is our lab/rotti mix.  

Max on the other hand is my thinker.  He is perfectly content watching his sister make a complete fool of her self.  He would rather sit with me and chew or sleep.  That said, this is the noting part.....  He does run and play.  He will play chase and keep away from Cirberus and Rose, just not as long as they keep it up.  After about 5 - 10 minutes of running and playing, he comes back to me and lays down.  If your male will not at least do this, then I suspect something is off.

Physically
  The other posters, MORE EXPERIENCED THAN I, see something that I do not in the pictures.  Cirberus is narrow chested and has a smaller frame like what I see in your male.  She is the only one in the litter like that.  All of the others have the big, wide chests.  The smaller chest could just be the way the dog is built or something more.  To see if it is something like what Cirberus has:
      1.  Do you ever hear a popping like sound coming from him?  Sounds kind of like when you pop your knuckles.  This could occur at any time and not consistent with eating, playing, sleeping, etc.
      2.  Do you notice food regurgitation?  You will need to be very watchful of this, as most dogs re-eat their food almost as fast as they puke it up (unless they do not feel well).  If you are not 100% sure, do the following:
                      Feed a normal meal.  Then watch him for up to 1 hour afterwards.  He needs your undivided attention to catch any issue.  
                      What you are looking for:
                                 He pukes up the food to the floor.
                                 He starts acting like he has something in his mouth that he is eating, but you know he should not be eating anything.

These questions are only one of many possibilities.  Depending on your answers, I might be able to give you other suggestions.

Mario, you can take the advice of twenty people on here, and do twenty different feeding regimens with your dog twenty times a month....you would not accomplish much except likely have a dog with the shits. If you liked the looks of the dogs where he came from (the breeder), why not go to her, with the pup, and get her advice ? you might get the right answers and desired results from her advise.

trust i wont do 20 different things, i may go to breeder, but as a last resort, theres feet of snow outside gas is 8$ a gallon, and breeder is an hour away, i may have my german friend call for me, i just wanted to c what ppl think, i have a tendancy to over think things, and drive myself and others crazy, just wanna make sure there could be an issue b4 i worry ppl
