 I personally believe  that quality of the dogs on a market  is a share responsibility of both buyer and seller. I fully guarantee my dogs and pups but not that long time ago 
there was  and to a degree still is a believe in Europe that there is no way you can guarantee the dogs quality. That is since they are living creatures  and  you just can not see inside of genetic code. 
Thus the believe was / is that the BUYER is responsible for selecting the right breeder or pup and that  it  is a responsibility of the buyer to vote with their dollar for the best breeder with best dogs. . That then will force breeders to produce better dogs.  Thus there was the burden on the buyer. 
When 30 years ago  I approached Czech breeders  with the idea to guarantee the dogs they  looked at me as if I would have 2 heads.  
The negative of the buyer just not doing their due diligence leads some sellers then to produce what ever and if something goes wrong they just replace the dog. Is that ethical? Is it beneficial to the breed? Is using warranty as a crutch for breeders who do not care what they produce  good for the breed? Not really. 
So is warranty a good thing? Yes if you get it from quality breeder. 
It is a two way street though.

Hans it takes considerable time investment and knowledge for a nood to even be able to tell a good healthy dog from one that isn't - by the time a noob is no longer a noob and has adequate knowledge and if they can still stick with it thru the heart-aches then yes they will not get ripped off and they will know who and what to buy. a lot of breeders do not want to even deal with that type of person they would rather lie and mislead the unsuspecting noob as they are a soft target. there is a new noob evry single second willing to take a lot on faith - yes it is the buyers responsibilty if you want to take a hard line approach but then again....
