I guess my anger and disgust come out in my description but dog lovers, and especially Shepherd lovers will understand.
This is so sad.
Right now I am dealing with the grandmother, Carole D. who has rescued many many cats. She does not want to keep Heidi in a cage in the basement of the Frasier Veterinary Clinic all week. Today, Heidi is at Community Animal Hospital in Broomall, PA getting all of her shots up to date. Tomorrow, Carole D. plans to drive Heidi upstate to NAMSHA Animal Rescue where I believe she will be in a kennel with an outside run.
She said that if I find a home she will go pick Heidi up and bring her back (about 1.5 hr. drive, I think).
I saw your second email and I will ask Carole D. to take her photo. Like me, she does not have a computer at home. I will ask if she knows how to send the photo via email from work. I don’t know how so I can’t help her with that.
There are about 6 German Shepherd rescues in this area. I could call them, but my heart goes out to them because they are full up like everyone else. Look up Faithful Friends in Wilmington, Delaware. This is the group I am working with who just brought me 6 feral cats (up to 28 cats again), so they owe me. I will call Charlie tonight and see if they can find a foster for Heidi.
This is a tough one because she is 7 years old. Notice I just said, ”Adult dog” in my description because most people don’t want a dog to be over 3 years old in order to adopt. Carole D. has said that the kids love her and play all the time, so that is good. She’s used to kids.
I wish I could foster her, at least, but she would have to stay in a cage while I am at work, which I offered to Carole D. I also offered to leave her out by herself in my cat enclosure (7 feet high, about 60 feet in circumference with dog houses and koi pond) but Carole D. said that she had dug under their cyclone fence a couple of times.
At this point, a foster home would be good. It takes time to find a good permanent home….
I am going to ask Janet to send my email to Rogers Rescues in New Jersey, the one that she fostered several dogs from. Janet lost her cat of several years, Miss Kitty, and is coping with several ferals that she feeds, so she and Chip have their hands full also. My brother is rescuing feral cats in Jacksonville. Amazing how the good karma spreads, isn’t it?
I am hoping for some good karma to come Heidi’s way. I have always found good homes in the past and I am sure one will come up. I hope soon!

Plus the policies change with every new administration and every new break through in methodology.
I don't need any reference material, I live in the National Forest and I see their handy work daily.
The lack of common sense is staggering.
You'll never convince me these methods are either cost effective or efficient.
Hope you find a home for the dog GSDtravels, God knows how many more are waiting in line and just as deserving.
Not to mention Cats...........:)
Anyway,
I'm done with this particular debate over management techniques.

Then what solution would you offer instead? I'm not arguing, I'm genuinely curious. Given some of your comments in re: shelters I'm guessing you'd be pro-cull, but that's been done historically and hasn't fixed the problem. Personally I'd really love another option. Ideally I'd like to see every domestic animal in a good and happy home, but that unfortunately relies on a responsibility that a broad swathe of humanity seem to lack.

BE, we have cats galore at our stable, and I hate the darn things. We also still have mice. So, besides mouse dung, we have feral tom cats pissing on hay bales and crapping in every corner. You can have them all. I'll use mouse bait for the rodents, much more effective.
We keep our feed in sealed containers and freezers.
