-- This airport is stupid. Why is a Malinois doing this job again ? Just wondering.

There is simple solution. In public any K9 should have a muzzle which could be quickly removed. This is a standard procedure in Czech and many police depts here. With properly designed muzzle dog can pent and even drink.It is almost impossible to find in USA. Muzzle must be wider towards the nose of the dog. Below is a standard Czech police Muzzle which I have sold to a client in Holland. 
End of story.

I would like to repeat that there is no excuse for this at all. But the Malinois
as a breed is not the problem. And this was not a family pet. This was a green
dog being trained at 4 years old. That dog should been well trained by that age.
The spokes women said they don't have many accidental bites.  Somebody
made a very poor judgement call using this dog.  And you don't need a muzzle,
if the dog is fit for the work. Dogs are trained to search for contraband with 100
people standing arround them. JLP

A question you have to ask is what did the child do to provoke the dog? I'm sure the dog didn't just decide to lash out and attack the child all by himself. It was a 4 year old girl. Anyone who's had a 4 y/o or has been around a 4y/o and has pets knows that kids can pester the crap out of animals.

what did the 4 year old child do to provoke the dog?????????  There is NO excuse for any dog to attack a 4 year old child, especially one that is supposedly under the control of a handler.  NO excuse at all!  No matter if the child made eye contact, reached out toward the dog, or hit the dog - NO EXCUSE.  The dog's temperament is suspect, and the handler should be liable.  Period.
Customs, and probably the airport as well, are going to be sued, and deservedly so.

While I agree that young children can provoke dogs, a dog in training to work in public needs to be able to cope with a variety of people.  It sounds like the girl was scared, screaming and backing away - something that probably triggered prey drive in a dog that was not ready to be in a crowd.  That's different than a kid running up and jumping on a dog.

I also have to say that, as a parent, I have worked hard to teach my kids, starting from when they were just crawling, how to treat animals.  They know to ask before petting a dog they don't know - even my 3 year old. 

Regardless, it is apparent that this dog is either poorly trained or just unsuitable for this type of work.

Jessie this dog was vicious, and should have never been used.
I say it was a typical goverment blunder. The dog should
never seen the the light of day, much less put in and area that
he might bite someone. Malinois is the best breed ever bred. I
know from having had  the other breeds. And I would like
to say something to the lady who thinks her
female malinois is to spun to breed.
Her complaint was that female malinois would nip
at her fingers when she would throw the ball. This is a
respect  issue . Let  me tell you a very scientific way to
handle this problem. You  go in your closit and find your
husbands work boots and put them on. Than you get
your dogs favorite ball to chase. Take the dog out and
raise it up in the air so she exposes her chest. And
while she is nipping at your fingers saying to hurry up
throw the ball. You kick her in the middle of her chest as
hard as you can. And say OUT!!!!!!. Than give her that
famous look mothers give there children. You know the
one " I brought  you into this world, and by God I can take
you out". You should not have a problem after that.   Jon

I tell you what Jon Luc, if you ever tried that with one of my Malinois I would take my size 12 boot supported by my 6'2", 230 lb. frame and put it so far up your ass I'd tickle your tonsils.
