Panzerhund, there is very little chance that splitting the breed would reduce the German Shepherd Breed Pool here in the UK, a bottleneck simply wouldnt happen. Though cannot say the same would apply to Alsatians for as a new breed that exists only in the UK these enthusisast have already bottlenecked their dogs and with a split it would most certainly continue.
If you find a dog you would like to use that has both its hips and elbows done I would guess it very unlikely that it would have been registered as an Alsatian but if so I would say well done to them but to you I would say are you really trying to tell me you couldnt find something else suitable? There are many dogs I have liked in the past but discounted them for one reason or another, too closely bred to my female, got epileptic lines behind, bad hip lines behind (despite having good hips itself), bad characters etc etc. From the naivity of your answere above please forgive me when I say , you sound like you need to do a bit more learning before you do much more breeding. No offence meant.
