Hi Reason - the only info on the GSD Breed Council website is at http://www.gsdbreedcouncil.co.uk/downloads.php and the info is as follows:
GUIDE TO ENTRANTS OF THE GSD BREED COUNCIL’S ADULT BREED SURVEY
1. Complete and sign entry form before returning it by the appropriate date to the Host Club. Ensure that the fee is enclosed, as no classification will be issued unless fees are paid in full. If a copy of the Survey is required a S.A.Emust also be included. Only dogs of eighteen months and over on date of Survey may be entered for classification.
2. ON THE DAY REQUIREMENTS
(a) Dog as defined on the entry form (b) Pedigree of the dog (c) KC Registration certificate and Tattoo or micro-chip certificate (d) BVA hip status certificate and/or proof of foreign hip status (e) Proof of Idexx Haemophilia test(applicable to males only) (f) Evidence of Working Qualifications (if applicable) must be provided
IN THE EVENT OF ANY OF THESE DOCUMENTS BEING UNAVAILABLE ON THE DAY THE SURVEYOR WILL NOTE THIS ON THE SURVEY FORM. THE SURVEY CERTIFICATE WILL NOT BE ISSUED UNTIL COPIES OF MISSING DOCUMENTS ARE LODGED WITH BREED COUNCIL SECRETARY.
3. In the case of missing teeth due to accident it is the responsibility of the owner to provide veterinary evidence.
4. ON THE DAY PROCEDURE
(a) Report to the administration area and present all relevant documents (b) Collect Survey sheets and report to measuring area (c) Report to main area for Survey (d) Be available when required for gun-test etc. Owners will be required to handle their own dogs during the gun test and character test.
5. RESULTS
Recommended Classifications will be announced by the end of the event when the Surveyor will be available to comment.
6. CLASSIFICATION GUIDE LINES
CLASS ONE
a. DENTITION: Must have a full and correct mouth.
b. HIP STATUS: Up to and including a total score of 20 (males & females) with not more than 12 on one hip.
c. SIZE: To allow 3.5 cms above the ideal height i.e up to 66 cms (males) & 61 cms (females)
CLASS ONE (minus)
Males which are over 66cms but below 68cms and females that are 61cms but below 63cms
but are otherwise excellent animals may be given CLASS ONE (minus). Ensure that this is
clearly noted on the Survey Form.
CLASS TWO
a. DENTITION: Allow up to two P1 missing OR one incisor missing OR one P2 missing OR one double P1.
Outside of this range will mean an automatic fail.
b. HIP STATUS: Up to and including a total score of 20 (males & females) with not more than 12 on one hip.
c. SIZE: Males up to 68cms. Females up to 63cms.
CLASS TWO (minus)
Males that are over 68cms and females that are over 63 cms but otherwise fall within the

OK i did warn you i am not much for literay eliquence, but the bones are here, i would of course prefer to go to year 6 in 2009 but i know you will not go for that and its not really practical
This proposal is made in an effort to not only incorporate the working requirements but to make the surveying system, formal clear and as such with full integrity.
Breed Council Proposal
To introduce working tests into the current survey, on a increasing of the requirements year by year to get to a survey on the same basis as the European model.
All surveys are to be applied for by the proposing club giving date, venue and surveyor, from that a licence should be issued and the survey PROPERLEY advertised ie Breed Council website, magazine, GSD forums.
A min of 4 animals MUST take part in the survey, if they are not available the surveyor MUST cancel the survey. (This is a normal working dog test SCH rule)
Year 1
Working Aptitude test
Judge a suitability experienced WUSV Working judge
The tests are to be judged in grades/marks and Pass/fail given (as per the current BH Test)

I would suggest the following:
1) SV Korung's (breed surveys) to be conducted by an SV Kormeister, in Great Britain as soon a possible. The numbers and frequency of these Korung's to be decided by the two GB WUSV member Clubs, GSDL & BAGSD.
2) Upgrade the existing (GB) Breed Council Survey, its Rules & Regulations progressively, commencing as soon as possible.
This would give owners in Great Britain, a choice of Breed Surveys.
The two GB WUSV member Clubs should organise a seminar/training weekend(s) for ALL existing (GB) Breed Council Surveyors. Inviting an appropriate SV official to officiate. With a view to offering the opportunity for all (GB) Breed Surveyors to become SV approved, and thereafter conduct Korung's in Great Britain.
The two GB WUSV member Clubs should organise seminars for GSD owners interested in "qualifying" their dogs in line with the SV system for "breeding". Detailing and explaining ALL SV requirements. Producing "SV FACT SHEETS" for all participants, and publishing these in their respective magazines, and consider some being made available as 'laminated' summaries.
The Breed Council should closely examine the rules & regulations concerned with the organisation and arrangements for holding a Breed Council Survey. With a view to ensuring its complete integrity and transparency.
The Breed Council should update the requirements of the Breed Survey, paying particular attention to the character and temperament requirements of our breed, and also the working functionality of our breed, and obtaining "best advice" with regards to "meaningful tests". Introducing necessary changes in a carefully considered manner and timetable. With supporting seminars and publicity in the BC Magazine, to assist with the fuller understanding of all changes, and enhancing the prospects of our dogs abilities to pass the 'updated' Breed Survey.

First dog
In down minimum 30 paces from handler and other dog working during one working exercise for dog 2 a gun test will taker place
Second Dog
First exercise
Jump over and back 1m hurdle 15 points
Recall from the down min 30 paces no present 15 points
Nosework TBA 15 points not tracking
Sat at heel of lead guntest 6mm 30 paces away from both animals 15 points
Play with stranger with tug toy ball on rope etc
Both dogs gaiting of lead with gun test 30 m circle
Then the two dogs change places

The BH is year 2 Aptitude test is year 1, and protection work is not mandatory till year 5
For you out there that seem frightend of protection work, sch protection today is generally sleeve based for largley prey driven dogs the training is done in a specific envoiroment and as such the dogs are not protection dogs they are sleeve dogs executing a test

Hi Reason. you're quite right I guess, it frightens me! The potential for disaster looms large! I really feel that it should be strictly for enthusiasts.
I like your proposal, it's kinder than I thought it would be but that's good, it should encourage people... make them think, "I can do that". Well done!
DP, can you do your stuff and make reason's proposal available to print off? I would but I don't know how.
