The hips will not, of course, improve from feeding raw you may be able to lessen the pain and he will jenjoy his meals better.
You may want to try chicken necks or even turkey necks to help with the joint pain.
What you describe with the back legs crossing and the front high stepping is not DM typical. I would seek another cause with the spine.

When you say the nails are wearing down, what exactly do you mean? Can you show with a picture? It is usually the topside of the foot that gets the skin worn down because they can not feel or move the foot so it strikes the pad area. This then becomes a secondary problem to treat to prevent infection.
The paralysis progression should move steadily forwards towards the forelimbs, which includes all nervous functions. That means, the dog will need help with stimulation to aid in his urination, even before the front legs start to go. It gets worse. Most will opt to end the misery before the worst that comes.
I am not so sure this is DM. I am inclined to agree with Western.

It's not DM...I mean, I don't remember how he's bred but unless he won the genetic lottery of the worst luck ever...it's not DM. Scratch that and start looking for the real problem!
Tick-borne diseases are a good place to start. Spinal x-rays are another. A video of him moving would help us out, a lot.
