I only got the hips x-rayed from the new vet so the elbow were not sent in.

I was going to guess Fair based on the new xrays.
Elbows are so much trickier to read.

Why not send in the other elbow xrays?
Did you show the old vet the xrays from the new one? I would. They need to be accountable and held to a higher standard. JMO.
