AGREED, THE DOG MAY HAVE BEEN TUGGING OR ATTEMPTING TO MOVE HER......THE AUTOPSY WILL ANSWER THE QUESTION....

Molly, you would lose your bet.
It's a very unfortunate situation, but the dog did a number on the poor lady. This was not the first time she was attacked by the same animal.

Preston and LilyDexter, agree with your posts. Preston, we agree 100% about how animal regulation is done or not done.
The bottom line is that yes, so many times in society we fail to discipline or punish those who are the perpetrators and, instead, paint with a broad brush. This happens also with animal regulatory issues. This has also been my complaint with organizations that make rules, including AKC and USA. We fail to set standards and enforce them too.
It is easier I suppose to let the politicians get all the pressure they do and to then create sweeping legislation that will immediately quiet the clamor. But it will not stem the tide of problems of unwanted animals, loose animals, too many animals, animals with temperament issues, health problems, excessive barking etc. irresponsible owners, and irresponsible breeders.
One must begin at the beginning. For me that means, that is at the most basic level, at breeding. But I have said it all before and no one cares, so I am not going to waste time writing it all again. Suffice it to say, if we do NOT begin to be more responsible as breeders and if we do not begin to work really hard to find people who will, indeed be appropriate and responsible dog owners, all is lost. Fact is, most people should probably not have a dog, let alone a GSD with drive.
I think all is lost because it is only about money for so many people. I just turned down someone this week who wanted to use one of my males as a stud. I also told someone I would not sell them a dog. But both got their desires satisfied just down the street........and someone other than me made money. I don't care.
