he's 4 months he plays a lil, chases his tail, but not active like my female was, she @ that age ran around until she passed out, he just crawls up under me or my wife and chews are feet, and sleeps, he plays a little bit, but not much

Panosteitis. You might talk to his breeder and see if he is typical. Chasing his tail should not be encouraged, usually boredom.

supak- I think you are putting far to much thought into the not working a young dogs joints.
German Shepherd pups need to be active. They NEED TO run around and jump and play.
I hate to say this but the female (top) looks much healthier than the male (bottom).
In all my years of raising German Shepherds, as a general rule, the males ard slightly larger(barring slight size deviation of occassional latger female).
It does not matter which line.
Your male might just be the smaller of the dogs when grown, but IMO, the top dog looks healthier, more muscle tone.
I can assurd you, Shrpherd pups could and should be able to run around and act lkke banshee Indians with no ill effects on their joints.

so if he doesnt want to, its not temperment, its a health concern?               he doesnt chase he tail much, when he doesn im sure he is bored, but thats when he's up and female is out.........he likes to lay and chew rope, or be petted, my female was the indian so i know what your refering to, i just thought he was different............i really wanna get any possible issues worked out, could it be his food, my female was on happy dog @ that age, now their both on blue buffalo large breed puppy, what should i do? feed him more and longer walks, i was only doing like a block a day, my female being older she trek's with me

Yes, feed him more and trek that little boy right along with you. You will know what is too much for him.
My new little gitl is right out there with the rest, shr loves it.
I mean, you really got to push hard to injure a pups joints. Others may disagree, but just out wslking and running around really should not hurt an otherwise heslthy pup.
My pups are allowed to eat as much food as they want.
I am fortunate to live in the country and habe large fenced areas.
My pups can run around til their hearts content. And usually do. They reslly csn and do regulate their good intake and their activity levels.
I also feed all my dogs hihh fat and high protein dog food.
I live very active life with my dogs. They have the room to run and burn the energy.
All my dogs are very heslthy wiyh beautigul, shiney coats.
