Hip x ray is not the only tool for evaluation of the dog breedability. If the dog is exceptional and you want to be breed him - redo the hips. They will probably get better if done properly. To me the evaluation is just a marketing tool. At first in process of my evaluating the hips for breeding I would do this.
Most importantly I would check his litter mates and look what his parents produced in other litters and I would look at his parents littermates and so on as far back as I can for 5 geherations. I would look at his pedigree and dogs at it in prior generations. If all checks up, because I think if re x rayed the evaluation would get better, then hips like this would not stop me from breeding.
