Are you sure the little dog did not get hurt trying to bite YOUR dog? That is what I would bet on. I had to remove one from my Commander's cheek once (this was a dog who did not ever back down-Commander, I mean)! My poor dog just looked at me with the Chihuahua attached, like, "Get this off me!" Although he did not bite back the other dog could have easily been injured in just his attempt to bite a dog that was so much larger, much as Jenn's dog got hurt. I am not convinced your dog was the aggressor unless you saw the actual bite happening.
I also do not allow my dogs to fence fight or run the fence. However, an e-collar might create a lot of aggression toward the other dog. Shock your dog when going near this other dog and your dog might think it came from that dog and up the aggression level to a point where there is no more little dog.
