"Tell you what, since it is disclosed every year in the KC Annual returns, the KC are aware of every member each club has"

Answer: an emphatic NO
Hip Dysplasia affects all breeds of Pedigree Dogs, therefore the Kennel Club will NOT risk their all important Registration income by implementing such a policy. If it was agreed for GSD, most other pedigree dog breeds, and certainly the most popular breeds, would ask for the same agreement for their breed. Result = reduced registration income.
Kennel Club solution = DO NOT AGREE TO MAKE HIP DYSPLASIA (or any other common health problem amongst pedigree dogs) a "litter registration requirement"

WHOOOOOOOOOOOOO !

Why not ask your breed club to put it in their rules that members must do all the health tests and maybe give a limit - ok you won't stop Joe Public registering them but you can promote the healthy dogs bred by your members.
Doppleganger, sorry but by simply asking this question it shows your lack of knowledge of the GSD

The GSD Breed Council, to which many clubs are members, does have a Breeders Charter which links into the Breed Survey, thus promoting healthy dogs.
The KC have failed to take this on board, even when suggested that a 2 tier registration system be adopted, which would not result in a drop in registrations, and allow Joe Public/Puppy Buyer to see which puppies had be born to health tested parents.
However the KC "like all undemocratic regimes, as the pressure builds for change, those in control become more and more radical in their actions; isolating and punishing certain groups and making overt displays of strength to gain control"

And for your information my first GSD was born in 1978 and I have been involved with the breed since then, as an owner, breeder, handler, judge or club member.

Our GSD breeds future is looking very promising, now that we have took control of our future.
Rhetoric regarding the Kennel Club is now confined to REGISTRATIONS.
ALL other matters for our GSD breed are firmly in OUR HANDS.
What a wonderful achievement for our GSD breed.
