It's interesting that the changes in color you are describing are the same color changes blk/tan puppies go through except obviously the color is tan that comes through. My blk/tan pup the blk started changing to tan in the same places. Behind ears and neck, line up the front legs, under belly and behind back legs. A true solide blk should not be lighter in these areas.

When my puppy started changing colors the tan was very very light as it was coming in and the more it came in the darker it got.
Now her tan is vey dark now .

I goggled black sable german shepherd here's what I got

German Shepherd come in 4 colors black, blk & tan, blk & silver, or sable
Your pup if obviously not solid blk so it must be sable.
